May depend on the circles you travel in. Almost all the serious CCG players I know ONLY buy by the box for constructed play. They either get a "buy by the box" discount from a local retailer or buy online through deep discounters, ordering 2-3 boxes of boosters at a time to get free shipping.

The only serious tournament folks I know who buy by the booster regularly are those people that play draft. And they frequently buy by the box to get their collection and then booster draft continuously afterwards.

You can typically get such massive discounts (from a local store or online), say 10% from a store or up to 30% online, from buying by the box, almost anyone who is gonna buy a lot of boosters that I know buys by the box.
