Cold City is a very good book, but not outstanding. The fact that there is nothing specifically wrong with the book is why I have rated it highly at 4/4. However, there is still room for it to be improved (e.g. a fuller description of post-war Berlin, consideration given to long-term play, better organisation of some of the material (the 'Trust in Play' section should be in the 'The System' chapter, not 'Character Creation'), more examples), which might then have warranted an even higher rating.

That is both useful and interesting to hear, so thanks for taking the time to lay out your reasons for your scoring so clearly. That kind of feedback is always great and sought after.
The 'Trust In Play' section was a toughie. I had thought seriously about putting it in the conflict resolution system chapter, but ended up putting it with the explanation of trust in character creation as, to me, it just felt 'right' having it there. Obviously, not everyone will agree and it's something that will be taken on board for future printings of the game.
