Does Reign use a pre-set list of spells or spell-like effects like D20, is it more freeform similar to the system used in Mage or Talislanta 4th Edition, or is it totally and utterly off-the-wall?

Reign has some setting specifc magic "schools" that each consist of a small number of specific spells. Apart from the setting material, it also has some good (though a little vague) advice on developing a magic system of your own. You could certainly free-form it or even treat it exactly as combat but allow the players to narrate special effects.
