I think it's partly a paradigm shift; i.e., not base assumption that a campaign is supposed to be played for years on end. That said, I've played HERO and D&D games for years on end and they were definitely more of the same, over and over again.

OTOH, I don't really agree with the idea that each campaign is the same thing over and over, unless you're going to make that argument for lots and lots of RPGs. Each world and set of PCs is going to be unique, and not every Infection arc is going to end the same way.

Sure, BE does drive very hard to produce campaigns in the mode of the TPBs, but honestly, I consider that a strength. I can't think of any other licensed RPGs that do it nearly as well.
