Well...BE gets a lot of its juice from the shared investment by all the players. Books full of planets, tech and aliens would undermine one of the most effective bits of the game. I don't see the upside. Again, it's worth playing to see the effect of this investment in action.
As far as making it a more spacefaring game, that's actually trivially easy without changing any rules. The "one planet" focus is really and practically just a "one setting" focus, and that setting can be a whole solar system or even multiple planets.
Tying in events, characters and other continuity from multiple invasions wouldn't be hard. But that's a
lot of play under your belt to get to that point. I don't think you could drill through a complete arc in fewer than 36 maneuvers, or 18 sessions of very, very focused and intense play. The intensity of any given maneuver shouldn't be underestimated! BE doesn't lend itself to casual play. Add in worldburning and character creation, and it's really more like 19-20 solid sessions
at a minimum.
That's more play than I've gotten out of any other RPG purchase of the past several years. Well...I had an Exalted game run about 9 months of biweekly sessions, but I found it becoming more same-same (!): big badasses with swords slowly go crazy as they beat down the Enemy of the Week. A limitation of imagination? I suppose you could say that about any RPG.
