Absolutely. You can see how easy it is to build a character in my review example, the only initial slow down is just going to be character concepts. After that the only barrier I see is teaching people the mechanics, which aren't too involved. Spending Adversity points as the GM might also take up a little bit of time, but you can largely pre-plan this.
