I think you've misinterpreted his syntax. I believe that what he meant was "Not reading part of the book is the same as failing to read the book in its entirety," as opposed to "Not reading part of the book is the same as not reading any of the book."

What are you talking about? It seems apparent from his comments in the review that he has read Our Lady of Darkness, even if he misremembered the title. The only books he mentions which he admits to not having read are the other "Secrets of..." books, and he doesn't so much pass judgment on them as report what he's heard about them. (Although it is a bit odd to talk about how you "felt" about a book you haven't read.) In any case, for you to talk about "pass[ing] judgment on books you hadn't read" in the same breath as you talk about getting the titles wrong is misleading, to say the least.
