I have played D&D original, Advanced, Advanced 2nd Ed and 3.5, Shadowrun, GURPS 3e, Earthdawn, and Rifts. Most of these took a good hour and a half to make a character, sometimes more.
Character generation was quick, even for one not familiar with the system, although slightly skewed negatively by the book's organisation.

This said, I can write up a GURPS character in 10 minutes. And B/Eetc D&D? Roll 3d6 in order and allocate race/class. Buy equipment. (Actually that was a neat feature of this game. Your level pretty much determines your equipment.)

Personally, I think if a person can't generate a character within 15 minutes max, the game system has a problem.
