By design, character creation should take no more than 15 minutes... I found that during playtesting with new players, it took closer to 40 mins for the whole group to make characters, but they were completely unfamiliar with the system, and I had to explain everything... all the race options, all the class options, and what each trait governed. I think that if we were to make characters now, we'd be in the 15-20 minute range easily.
