Rick's got the right of it. The material here is written with roleplaying in mind, which means there are no detailed histories. Instead, you'll find a lot of plot hooks and concise explanations.
I'm not saying detailed histories are bad - I love them, too. Just that this product feels like it was built to bring fun to the table, and not so much to present a highly detailed setting.
