Most likely, and it boilds down to: "There's a historical legacy to this game and we have to keep up with it". (I would not be surprised if a future generation of D&D drops the rolled attributes, though. But that's another issue.)

Why? This is only sightly important for unexperienced characters. Since the characteristics don't impact on skill advancement, it soon stops being an issue.

No one is trying to stop you from enjoying the game in this review or its forum. And you seem to miss the fact that reviews are written without extensive experience playing the game under review, that's in their nature.
I play games I like. If I read a game and give it a try and it doesn't live up to my criteria, then I will not play it. It's a perfectly valid stance and it means no disrepect for people that disagree with what I think about the game or an attempt at preaching at them my opinion.
