It does sound a bit weird for rogues to hit harder than fighters but I think it has to be that way. Playing a rogue in many 3E or 3.5E games tends to feel that if you use the bets possible stealth and skill and strategy, the best you'll do is to overcome the limitations that the rogue class was saddled with. If it isn't the case that Sneak Attack can do more damage that a fighter's swing, why not play a fighter and save yourself the work?
