I personally think the review is a bit too harsh, when reading the review I get the impression of a game that can barely be run, which is very far from the game I have in my possession.
I can't help feel that perhaps the reviewer has focused too much on how he personally could find use for Unhalllowed Metropolis and how well it fits the kinds of games he likes rather than reviewing it for what it's trying to accomplish - ie. being a Neo-Victorian horrorgame.
Yes Gasmask chic surgery punk is a niche setting, but as such I find the book filled with usable information, London is described well, I got lots and lots of plotideas from just reading the settingbits and I think it does a great job of portraiting a Victorian world with it's morals, clothes, etc.
To me at least the book only seemed to lack information on the more occult part of the world - ghosts, psychics, occult societies, etc. and apart from that I didn't feel like the book was set designed so you'd feel like you'd need additional materials.
Yes the book doesn't have an index (but then again I'm used to White Wolfs games and I didn't have that hard of a time finding things) and yes some parts are perhaps overly detailed or longwinded, but that doesn't go for the majority of the material in my opinion. In addition I found the system easy to understand and that it works well in actual play.
I'd give the book a 4/4 (perhaps 5/4 as I'm not entirely sure how style is defined.)
It's a roleplaying game that caters to a niche - but as such it does remarkably well and I can definately see myself running a long campaign in this that will be more than just a monster of the week game.
