I have not read this product, so this is not a comment on TGPC's structure or how it handles Metaplot but on how I think Metaplot should be handled.

My favorate Metaplot game was Orpheus, it presented events and the players dealt with the fallout of those events until, in the end, they resolved them. While a few events were predetermined the players had a real effect on those outcomes, when the monsters went on a rampage they could mean the differance between 30 and 3000 casualties.

If what the reviewer says is true and the metaplot presented in TGPC is obvious and nonsensical then that should be considered with a 400 page book. I would have to read it, like Wood said: If the players are unaware of the rail is it still railroading? I would have to say no, its only when are aware of the rail and resent it. Even if they are aware of the rail its still not railroading, its only really railroading if the players are trying to jump the tracks and the ST says No. Thats when the game jumps the shark.
