I think it's kind of a joke, it's the I.V, i.e., 1.5 edition. They changed a fair amount of stuff but it's not a different game.

I actually haven't played the first edition, just the I.V edition, but the biggest thing that people seemed to complain about was the very powerful Colosseum (I'm surprised Tom didn't talk about this at all). Again, having not played version I, my understanding is that this has been addressed not by powering down the Colosseum at all, but by including several cheap counter-buildings (the Palisade and Wall), which protect you from the Legionary role. If someone slaps down a Colosseum early, you better get working on at least a Palisade.
