I think Scion works well for anyone who wants to use the included adventure, and I think the line is best considered as a game + mega adventure rather than just as a game.

As a game alone it suffers for lack of setting, rules issues, and quantity of useful material. Those problems are addressed fairly well for anyone using the signature characters and adventures, as all of the setting needed for the adventures is included and the adventures are generally sculpted to the capabilities of the signature characters (and thus get by some potential rules issues).
