I'm not him, but I'm also a bit perplexed by the 3/3 rating. The book has its cons, but it sure looks like a 4/4 to me. Maybe Cubicle 7 will iron out the little flaws for a five-star book...

In any case, I'm shamelessly plugging in my actual play report.


EDIT: I will also add that I think that the abundance of NPCs could well be an attempt by the authors to give more background on the setting. Let's face it, most players are not terribly familiar with the era...
