I agree that they were trying to lay out the setting. The problem is that most of the NPCs are really high end guys that aren't very good adventure fodder IMO. The King of Qin is more of a plot device than anything else and thus of limited use in starting a campaign. I would have been happier to have a mix of high to low end characters; the latter are much easier to build adventures around. Now if I had access to source material to work with such as a designed town, etc., that would be getting somewhere. (Or if I had A LOT more time and, more importantly, "free" brainpower.)

It's a bit of a Catch 22 with a translated game, obviously. Having purchased two copies of the book, I feel I've done more than my part in getting an English translation going....
