Well in fact, in the
Tiàn Xia campaign (2 books in french), all these importants NPC are used and some of them become friends or foes for the PC (depending on their choices). For example, Lu Buwei is a major protagonist of the scenario included in the gamemaster screen booklet and the King of Qin come into play during the first scenario of the campaign.
The ambition of Qin was to play the unification of China, with the PC really having an influence on it. But unfortunatly, with only the main corebook, english-speaking players can't see this...

I hope Cubicle 7 will soon translate all the supplements. Being an author of Qin, i am very attentive of the feelings about this game in non-french-speaking countries and i am very upset of the lack of translation untill then.

For low-level PNC and a place for running small campaigns or scenarios, there are the 2 city supplements Xianyang & Linzi. For example of adversaries and mooks, there is the Art of War. For a book full of ghosts, undeads and demons there is Myth & Fabulous Creatures.
Qin has been conceived as a gamme and with all the supplements (which are now all available in France), almost every problems evocated here are solved. I'm sad you can't have them immediatly to see that...
