It's heavily implied in the main rulebook. IMO, the early chunk of a campaign should be other stuff but that's a design decision that could go in various ways.

Like I said, some GMs have the time/ability to make up lots of stuff. I can do it sometimes, but last fall wasn't an ideal time for me to be GMing at all and I can see my "creative time" for me slipping fast under the pressure of starting my career. So supplements are pretty much required for me now. Actually, too many supplements is probably as bad as too few, because I can't wade thru them.
