Well, the idea being that you don't start at Level 1 and work your way up. Rather, the group decides on a Power Level of play and characters begin there. In M&M, Level also sets limits to how high your traits may be, so that someone could not focus all his point in one area (cough...combat) and have nothing else, but be the ass-kickiest guy in the whole damn game.
