My take on this is that each time any other class would get a daily or utility spell, you choose two. When you take an extended rest you prepare a number of spells of each type equal to the 'number you can cast'. Which is the bit that is confusing. Presumably this is half the number of spells you have (ie. the number of powers of that type that other classes have), but it isn't clear whether this needs to be one of each type per level, or whether you can pick both spells of one level and no spells of another level. I believe you can take both spells of the same type level, since it should not that you can't take two spells of the same type and level if this was the case (since it does note you can't prepare the same spell twice, which would not be possible if it wasn't allowed). The reason it is done like this is obviously a compromise between having a unified power system between all classes without completely throwing out the spell memorisation system everyone is so familiar with.
