See page 146 of the Saga Edition rules under "Damage Threshold": "When a single attack made against you deals damage that equals or exceeds your damage threshold, but not enough damage to drop you to 0 hit points, you move -1 step along the condition track." Every step down the condition track reduces your defense, attack rolls, ability and skill checks. Hence, take a substantial amount of damage, take penalties to all your rolls.
True, the Damage Threshold system does not directly correlate low hit points to penalties, it is still an effective system and simulates the debilitating effects of taking multiple wounds. It's also a single concise system, rather than the plethora of good and bad effects that come with being bloodied.

And IMO, 4E seems much more flexible than 3E, simply because 3E shoehorned you into certain builds to avoid being subpar.
