See, this is what I don't get. On top of those eight pages we also have the whole goddam DMG. One of the core books - the one that helps the DM to design and run adventures and is therefore central to the whole game experience. This book contains some of the best advice I've ever seen for running a true role playing game - from understanding character roles, understanding players needs, designing a workable and believable game world... heck, you even get information about how to delegate pizza time.

WotC seems to have developed a model where the PHB contains the all nitty gritty rules because, well, because that's the kind of stuff that belongs in a PHB. Players love that sort of stuff and they love having it on hand when they play. The problem is that a lot of people are looking at the PHB, seeing how much space is dedicated to these rules and assuming that this is the focus of the game all the while forgetting that they're only looking at 1 of the 3 core rule books.
