Any superhero game, such as Mutants & Masterminds. Supers games are specifically designed with this sort of power level in mind.

The Legends Walk supplement for Truth & Justice handles almost exactly the same material. Speaking of PDQ (the system used), any descriptive system with player defined abilities can do this just fine. Zorcerer of Zo, for example, might just have you list God of War* +6 as your only clearly defined god power.

Nobilis and Amber specifically set out to deal with god beings but, as you mention, don't always have mechanics that satisfy everyone.

I'm sure the Tabletop Roleplay Open crowd can think of more!
