I pretty much agree, save for one point--I found the rules to be reasonably complete, if horribly organized. I do not believe we've ever had rules questions (8-10 plays perhaps)

Part of the problem is that they are written in a style reminiscent of classic UK family games. I'm used to it, otherwise, it is a pain to glean information from.

The games also dramatically changes character depending on the number of players. With 3 or 4, it is more of a race to collect the 5 technologies. With 5 or 6, players gert fewer turns, and the added competition makes it more likely that the game will end when the card deck is exhausted. That makes going for a large population a more viable strategy.

The game definitely reminds me of a sort of Milton Bradley / Waddington family game. Compared to other games in that style, it works quite well. And if it had come out 20 years ago, it would probably be one of those treasured childhood games.
