Many RPGs still have a system mechanic that focuses either on alignment or morality to some extent. Desolation doesn't have anything like that. Explaining that wasn't really an attempt to give off any particular vibe.
I think that in a game setting where society truly has broken down, it's worth reiterating that a characters actions will have consequences within the context of the story and not within the system.

Maybe it was a shortcoming of the review (and the lack of space to do the setting justice), but I caught none of the post-apocalyptic feel or tone of the setting. It seemed pretty standard frpg fair to me.

It's been eighteen months since the Night of Fire, so the memory of the apocalypse and the way things used to be Before are still very fresh in the memory of the survivors. Madwabbit's link (above) will show you some previews of the game which should portray some of the mood more effectively.
