You are correct; there is a lot to cover here. IMO it's chapter 3 "After" that really sets the tone. I guess I was thinking that the fact that the Long Winter lasted 18 months and that the current focus of the game is on small(ish) communities (not countries or governments) conveyed the time frame as "not very long after the night of fire".
Of course, with the GM advice chapter you could set the game several years after the fall.
