To be clear, when people say 4e needs minis, they don't mean official D&D minis and dungeon tiles. They mean you'll need some method of marking position on a grid, i.e. a chess board with chess pieces, or graph paper with colored pencils, or a gridded piece of paper with coins or buttons. I understand not wanting to spend money on minis, but there are a lot of very inexpensive options.
