Yes, that's true, but DD belongs to the "We created, we dominate, and we are the ones milking the CCG market" company. If I was in their shoes I would extend the concept to DD. After all, it would make all the sense to have random rare cards (powers, magic items, you name with) in module A, cards that would actually be useful in module B, a module that would have that very special card that really gets its meaning in module C... Note that I have nothing against this, it makes economic and business sense.

P.S. I still believe 4e to very much be an RPG, though, as is.
So do I. IMO roleplaying requires rules to model the game world and all that happens in it, but these rules may work on their own as independent games. I would love to see a game line with a card game, a board game, a war game, a party game, a set of computer games (shoot-them-up, strategy, crpg, MMO, etc.)... and a rpg game. All using the same setting and all interlinked in such terms that the players may decide how and what they want to play. So, instead of having rpg combat rules, when time comes for fighting in the rpg all we do is pick the one-to-one wargame component, and so on. (I just doubt that DD is the best platform for this...)
