Granted, 3.X only had that much in the PHB. I expect that, like 3.X, there will be racial, faith, and world sourcebooks to fill in the blanks in the future.

Its entirely relevant. I am using an example of something else that points out how a Full fleshed and detailed world is not required for a game to be a roleplaying game. Is Gurps not a roleplaying game because it doesn't have a base world? is HERO? is BESM? If you want to rule out anything that might be called a universal game.. how about Maid? I don't see how this fails to "give a reason to rp" vs a plethora of other systems, ESPECIALLY all previous versions of D&D.
