Two things

1. Your example handwaves (one short fight later), a lot of roleplaying can go into one short fight with vivid descriptions of blows, witty retorts to evil villains, and impassioned pleas for help.

2. DnD has always fostered and promoted this style of game play. It is the game that birthed our hobby. How can it not be a roleplaying game? Just because it doesn't encourage the style of roleplaying YOU like, doesn't mean it isn't roleplaying. 5 people sitting around a table pretending to be an elf, dwarf, wizard, halfling, and a rogue... sounds like playing a role to me... no matter what their table talk is like.
