I may have forgotten that, or maybe it's different in different cuts of the film.
In any case, the point is that you don't see that the T-1000 can imitate other people until "Your foster parents are dead". It's part of the film's misdirect that Robert Patrick comes across as very friendly, actually - he's very polite with the foster parents when he comes to see them, asks for a picture, shows it to the two young girls.
He's acting like a cop, and you're asked, I think, to believe that this is a Resistance fighter trying a little more sophisticated approach than Kyle Reese's in the original - especially compared to Arnie's establishing scenes, where he takes out the bikers just like he attacked the gang douchebags in the original.
The first hint that Robert Patrick may not be an awesome guy is when he bats John's jerkoff redhead friend aside as he starts to chase John into the service corridors of the mall.
