I actually didn't mind this. My reasoning is this: I figure that even if most of the human weapons can't actually hurt the Decepticons, they probably sting. So I look at it like attacking a bee hive: You spray and then you get the hell out of there.
Also, hit and run is a perfectly acceptable strategy. It often wasn't necessary, but that doesn't mean it's daft unless it's actively doing harm (might just be habit).
No, my issues were solely with the humans, since they don't have the excuse of being alien robots.

In the final city battle, they mostly do it with the Autobots. Starscream lands, shoots up the scenery, trades potshots with Ironhide and Ratchet, and then takes off again. Blackout shoots up the road, trades shots with Ironhide and Ratchet, and then takes off. Megatron shoots up the road, grabs Jazz and flies off. Devastator (tank one) actually stands and fights, and he's up against humans.
What's really strange is the Starscream scene. Starscream blasts the Autobots, they fall down, and then, with Sam and the Allspark right fricking there, Starscream takes off again. Why?

Starscream wants to be seen contributing to any Decepticon victory that occurs, but he doesn't actually want a Megatron-lead Decepticon victory.

He's Starscream.
So he exposes himself to fire from one of the supposedly best armed Autobots (Ironhide) to do so? Doesn't sound very Starscream to me. Not when he could keep lobbing missiles and/or strafe them to the same effect: putting potholes in the road.

That isn't just a Starscream issue. All of the Transformers had serious targetting issues in both movies; none of them could trace a direct line from point A to B if their lives depended on it.

Yeah well, both sides are made up of graduates of the Stormtrooper School of Marksmanship in the original series too. Bay was actually being faithful to the source material.

My favorite explanation for Starscream is most likely just the product of wishful thinking on the part of fans, but this how I've heard it: Supposedly, after Starscream knocks down the F-22's, in the scene where the remaining planes blast Megatron- there is one more F-22 than there should be. I thought this idea was utterly brilliant, but like I said, I myself doubt it was intentional.

Yeah. Bay wasn't too much on characterizations. We didn't see much of Starscream's actual attitues and motivations beyond the quick interaction between him and Megatron at Hoover Dam. For all we knew, BayScream could have been inept or a traitor or just a good soldier who gets picked on by his boss for no good reason.
