I think episode 14 is really what causes things to fall apart for Lelouch. After all this time and everything that happens, it's telling that it's the loss of Shirly that causes him to lose the grip on his rationallity.
Expect the results of his roaring rampage of vengance to come back to haunt him.

An apparté on Geass powers. I think when people are granted a Geass, its power takes a form that fulfills what they direly wish for at heart. I say Charles is a gigantic hypocrite.

We're reaching the Houdini moment essentially. Lelouch is being forced to discard his masks and reveal his true nature. Which is, of course, the same as Light Yagamai.

1) Clovis ordered 100,000 people killed because he made a mistake. Lelouch may have personal reasons, but destroying the City of Geass (tm) deprives Brittania of more Geass users. As he knows anybody could be a researcher or test subject, he can't spare any lives. Similar to sabotaging a knightmare frame factory, there should be a distinct advantage down the line (although events seem to play out before the loss is felt).
2) Lelouch regrets his mistakes, e.g. the other candle for Euphemia. To Clovis, people are expendable, a failing he shares with other Brits (spoiler deleted).
