Me and my friend were walking home, and as a mental exercise we wanted to design the basis for a game. We started by mixing genres, and I said anything was better if you just added punk to the end of it. Cthulhupunk, Cyberpunk, anythingpunk.
He said Disney couldn't be made cool with punk. I said it could. It developed from there.
Basicly, you take the world of Roger Rabbit, post Fall of Toon-Town Wall, and go from there, fifty years into the future. Human and Toon worlds have combined, and not for the better. Giant corporations like Disney, Maroon Cartoons, Warner Brothers, and Acme control much of the world, the American government is a joke since President Mickey was assassinated by some asian Anime character as some sort of hitback for Vietnam, and the megacorps have taken over.
Think of it. Borderunners, mercenaries for the animationcorps, human agents with cartoon weaponry stuck in their leather jackets, cartoon badasses with unlimited ammo and obscene resistance to pianos falling on their heads, the tight conflicts between the ever increasing influence of Anime against Western Animation, the degredation and death of some of the greatest characters of classic 50's cartoons, Nazi propaganda cartoons working as scientists to develop new stronger grades of Dip ...
And Toonware. Who needs a robot arm when you can have a cartoon-ape's arm?
Are we crazy? Obviously.

This is great. I can just picture the bitter gang wars between ultra-violent anime action heroes and goofy American 'toons. The former would have way more firepower, what with their matrix-esque stunts and gun fu, but the latter could take a LOT of damage. It's gonna be ugly.
Also, perhaps the cartoon world could replace the 'Net. Or maybe the proliferation of the Internet caused the massive, metaphysical paradigm shift which killed the 'Toon world in the first place.
Finally, what system do you think would be best for this? BESM? Unisystem? DA: Fae? (I remember a while back someone suggested running something Roger Rabbit-esque with DA: Fae.)

BESM would be the obvious one, but Unisystem Lite could be fun to write. Different genres of characters would have different things to spend drama points on. So the Toon version of "I'm Okay" would be far more effective than anyone else's, or the Anime goons could have some kind of "Manifest New Power" ability.
Or, we could go really nuts and just convert Shadowrun. The rules already support characters who can take obscene amounts of damage.
My mind reels at the possibility. Rogue animators pushing the state of the art, literally. Tough beat cops trying to take down Spinach pushers. Tentacle monster Mac Daddies. I'd so play this.

Yeah, we already discussed amongst ourselves Popeye long having sold himself to mercenary work for his next hit of spinach. Generally we believed that since the Toon World became pretty unevenly one with the Real World in the 1950's, that the timeline is pretty different from modern earth. No Internet, not as many video games as such, everyone likes to hearken back to an older age since the "classics" are played constantly on gigantic building wide videoscreens.
Wile E Coyote bought at Acme from Warner Brothers, turned it into his own corporation, amassed enough of an army to finally capture the Roadrunner. It's head hang aboves his massive oaken desk. Since then, Acme is an arms-dealer world renknowned for it's cruel effectiveness, and Wile E has become one of the richest Toons on Earth.
Bugs Bunny, one of the most powerful Toons on Earth at the time, was finally killed, under very mysterious circumstances. As one of the largest dangers to mankind as we knew it, Bugs had made enemies of practically anyone, and anyone who was Bug's enemy had a world of hurt coming. Reality just sort of molded to his own cartoons around him for the most part, everyone became seven grades of stupid around him when he needed to trick them, and his powers of item-creation and trickery were awe-inspiring. He had to go. Who did it is unknown, but his hole was pumped with 10,000 gallons of the world's highest concentration Dip, and not a drip of grey paint's been found.
Mickey, of course, became president in 1999, and was in office two years before a major assault from a militant wing of Japanese cartoons blew up the White House with a massive Spirit Bomb attack that leveled Washington. Since then the government of America has been split between the Animationcorps, who practically rule the world.
Animators are a rare commodity, and are heavily regimented by the government. Every time a picture is drawn, animated, and viewed, it appears somewhere out there in the world. The bigger corps have a heavily defined method of drawing important marketable items, and tracking where they will appear. As such, Acme Rocket Boots, Warner Brothers Portable Holes, and Disney Mallets have become standardized commodities for vending.
Rogue animators are rare, and are heavily hunted by the organized forces of both the Animationcorps who hate them for undermining their stranglehold on that side of creation, and the Toons who want to destroy the monopoly humans have on creating new Toons. They can breed amongst themselves, and they prefer that to rogue animators pulling badly hashed out characters from their minds that quickly degrade.

Here's a notion, if you're thinking of basing this on Roger Rabbit: perhaps "Toon-ism" is contagious. Look at Eddie Valiant - he pulls off some pretty improbable stunts and shrugs off abuse that, by rights, should have killed him a dozen times over, particularly in his brawl with Judge Doom. However, it's obviously not simply the fact that his opponents are Toons, because other humans in the movie bleed and die at the hands of Toons as logic suggests they should. So what's different about Eddie?
He's been around Toons too long.
He's infected, of course.
(You could play it up into Toonpunk's version of cyber-psychosis, if you wanna go that route.)

Yeah, I think this would be the best way to go. Call the things you can spend Drama on "Schticks" and have them be point-bought at character creation. I think that would work better than some sort of genre-based splat system, because it would be impossible to account for the infinite variations and uses of artistic license that exist within a given genre. Be best to limit the genres to loose templates and guidelines.
