BESM is not a generic system -- you're thinking of the Tri-Stat system, which is used in the game. D20 BESM is about adapting the anime flavor and elements of BESM to the D20 system.

Why anyone would want to use the D20 for anything past hacking things is beyond me.

Dude, seriously don't kid yourself like that. Yes they may call it tri stat but the whole point of BESM (and tristat before it was called tri stat) is to emulate any anime setting, which is a wide enough field it may as well be Generic. Anime is not just Pokemon, and DBZ, the word literally means animation, and if you watch anything from Steamboat willie to Spirited Away, you will note that is way more than any one genre!
