Great review, as was you previous review of the basic game.

Some of the options you outlined above to modify the rotating turn struture have been brought up on the Eagle Games forums.

One solution is to use action cards, where each player reveals what action they are going to do first. These action cards are available at boardgamegeek.com.

Another solution is to bid on turn position with either oil, similar to in Shogun/Samurai Swords.

I've skimmed over some of the other solutions. They generally look interesting and helpful, but I think the most important thing is not just to deal with the first-player issue, but to break up those very long rounds. Our poor first player didn't get his second turn for about 3 hours! Fortunately it was a fresh and interesting game for us all, so we remained interested, even through other folks' turns.

obviusly the reviewer has never played the LARP "Living in America" a game that suffers from similar design flaws.

I keep reading about the usefull / uselessness of cards olitical and technological deck.

before I buy the game I was wondering if someone could post the contents of those 2 decks so aperson could decide better by knowing more about the game.

I think the naval battles could be improved alot. It would have be nice to have a similar system as in land battles. The rules are also a bit unclear in what happens to damaged battleships. Are they alowed to continnue the fight, or not, if left to last?

I have only played 2 player versions of the game, but there it becomes especially annoying with the moving turns. Each player takes 2 turns before it is the next players turn. In 2 turns alot can happen... I think it in this case would have been better to just rotate the turns normaly and calculate production points at the end of each players turn.
