While I liked the maps in the scenario, I was quite annoyed of the error in the map of Bristle Manor. If you take a look of the secret staicase, it does not match up with the same staircase on the map of the library (3rd floor). It annoys me that there is alot of this kind of errors in WotC products, even commercial products. Quite often, there are also logical problems within the maps, such as no waste disposal, lack of food storage (or ridiculous placement) and so on. While the cartographers are great artists, they often lack some knowledge regarding the layout of buildings. End of rant.

Just curious, but how does the adventure prevent PCs from casting Detection and Augury spells to find out whodunnit?

The short answer is that it doesn't.

Frankly, this is the only reasonable course to take. The adventure has some discussion about this: basically, the DM should just let the chips fall where they may. The adventure says to answer truthfully and retain ambiguity, so that the PCs can make their own decisions about what really happened.

I think this is really the best way to handle it. If your PCs are bloodthirsty and slaughter every lycanthrope in the town, then they fail.
