Victory during Special Building Phase?

One thing I've never been quite clear on, and the Almanac doesn't really explain it very well...

Can a player building outside of his turn declare victory during the Special Building Phase?

I can't find anything in the rules or on any websites that says you *can't* declare victory.

This seems a little unfair to the player who's currently taking his turn, but on the other hand, not allowing a player to immediately declare victory I think adds a level of complication and frustration to the game that probably shouldn't be there. Also, since it's almost impossible to actually take victory points away from a player, it doesn't make much sense to play out a few meaningless turns until the winner comes up.

Expansions aren't worth it

I'd like to continue to point out that bringing two copies of the Settlers game is equally good in making the game playable with 5-6 players.

So, again I'd like reviews of pricey Settler expansions to advise readers to avoid them and buy a second Settlers instead. Use it for spare parts, mega-games AND 5-6 player games.

The rules you can easily get on the 'net (in case you didn't make them out from the review). You can easily mark out a fifth and sixth "color" from the extra playing pieces.

Two complete Settlers is much better value than one Settlers + one expansion.

If the current palyer can finish his building before the others can build then it's not unfair.
