Actually, as the guy who made the classes, they are all balanced. Over 10 and then 20 levels. Some classes leap ahead at this level and fall behind at that level, but over 20, they are all equal.

Caveat #7: SAS claims it does not use feats, but then it has 'powers' like Combat Technique, which are basically lists of feats.

Incorrect. The book adheres to the d20 STL 100%. Without the rules provided in the PHB, players will not know how to create a character nor advance that character. As is required.

For character creation, you would need to take out 'Ability Score Cost' on page 10 to make that true. But you're right about advancement -- I had assumed most things from BESM d20 were copied over, and the rules for advancement were not (save, perhaps, for the rules for pushing your power, which do trade XP for character improvement in the same rate as does levelling up).

Again, you are incorrect. We do not specify how to generate ability scores. We refer readers to the PHB, as required by the license. We do indicate, as is allowed under the d20 STL, how to modify ability scores.
