First, a tip to the reviewer: Please, PLEASE at least look up the author's names (GoO's website lists two). It's not hard to do. Not only this, but do you actually own the book? Just pick it up and open it... Anyway, it makes the review look a bit silly and insults (or lets off) all the authors.
So evidently one should assume this book is perfect? But the only reason to purchase the d20 version (if you already own the other) is for the classes and a setting, correct? If the reviewer feels these are worth $20, which is stated, I would have liked to hear more the "Why." I get that they are cool, but from the way the review is phrased, much more than "cool" is implied.
And a race is a setting spoiler? *confusion abounds* It's a review of a rulebook, right? How's that a spoiler? (maybe there's a good reason, it just seemed odd to me)
Personally, i like to see a price and a page count in reviews too, it's just more information (something I believe the review needs).
I don't mean to be overly critical. It's not a bad review. It's a great improvement over the reviewer's last, so congrats. And I hope you continue to improve.

I didn't get it, either. It's worth getting because it has d20 rules I could care less about. Riiiiight.
Maybe it should have been stated "If you actually like d20, it's worth getting even if you have the original." That would have made sense.
But no, it doesn't sound like it's worth it for ME to get, since I don't care about d20 classes and mecha rules and whatnot. They're meaningless to me, and would thus add less than nothing to the total value of the product.

I think it would be more weird if it was a DP9 product, but last I checked nobody at GoO was Quebequois and furthermore I believe S. John Ross who is an american.

I think it goes without saying that if you don't like d20 then a d20 product isn't worth getting and it's also reasonable to assume that if you're reading a d20 product review it's because you're actually interested in d20 not because you want to get a d20 product for kicks even though you don't like d20.

Well, then you assume wrong. I read this review because I have the original Uresia, and was interested in more info about Uresia. And was curious if this product expanded on the world info from the original book.
Apparently it's doesn't. Thus the review should have made its claim about "even if you have the original" with the people interested in the URESIA aspects of the product in mind, not just the d20-holics.

Sigh. As many times as I see comments like this, you'd think that I'd get used to them.
Let's see: you are NOT a D20 fan, right? You read this review wondering if you should pick up Uresia D20 for new material. The reviewer clearly states that the game does not have this new material, but rather has BESM D20 rules for the setting. As a result, you won't be buying the game, right?

Oh, I see, you wanted the review to explicitly state that the book wouldn't be much use someone who already had the book and didn't like D20. Like you, for instance. It's kind of funny, since the review is very clear about what's in the book. YOU seem to have figured out that it's not for you, so why the long face?
I can only imagine the response this product would have received if it actually HAD some new content. Something like: "I can't believe that GOO is making me pay $X for a product that is Y% rules for a game I don't even play!"
I suppose it's another "damned if you do, damned if you don't," scenario.
