I downloaded and printed this game. There are only a few comments I have about it beyond the reviewer's:
1: Players are noted as "whiny" and "crybaby" many times. I personally thought it was pretty funny, and the writer shows that he doesn't really care to make it professional, and often sits on the tough side of the GM screen.
2: Goes right along with 1, I defy anyone to play this game with the current ruleset and not be smacked in the face by the GM. Yes, it says "players should be smacked in the face for X" and "do X and the GM has my permission to smack you in the face" so many times, it seemed that if it were entirely played out, the session would look like a Three Stooges schtick. And the GM is Moe.
3: The First rule (nothing but the original movie exists) is also fairly interesting, as the crappy plot from the second and third movie are mentioned more than once throughout the rules. (and mentioning the 2nd and 3rd movies is also grounds for a face-smacking).
The review was well written and informed, I have no real complaints.
I would have given it a 4 in substance because I see 5 as the epitomy of substance, which usually takes more depth into the game world than 27 pages can offer. Trying to not offend those who like short games, but failing miserably. Feel free to smack me in the face.
I would have given a 2 in style because I downloaded the plain pdfed Word document, ergo no pics. I only saw one glaring typo when I casually read, so that would have upped it to 2. If I saw the one with pics, I'm sure my rating would have been 3 at least.

I said no text, but if you must know what I would have done differently with the screenplay of the Matrix, read on. I must warn you that the following is probably boring garbage, though. Best just to pretend there is no text.
Ok, you asked for it:
It would have been much better, IMO, if the Wachowski brothers had just written the script, then given it to the real John Woo rather than pretending to be John Woo.
Then perhaps we'd have seen a roster of Jet Li as Neo. Think about it, same (perhaps even a little better) acting ability, much better fight sequences, and real Kung Fu, not Goofy-Fu.
More icing on the cake would be Chow Yun Fat as Morpheus. I respect Laurence Fishburne, but think that the two HK superaction stars would have made an impressive duo in the film.
Jet Li would have had to act like he sucked at fighting in the beginning of the movie, though, and he's not a big fan of that.
My biggest problem with it was it was live action anime, and they didn't get real martial artists to play in it.

And you would have gotten a movie that would be seen in like by John Woo buffs and not a cultural phenom like the Matrix.
Personally, I like Keanu a lot more than Jet Li and Fishburn a lot more than Fat. However, I wouldn't cast Keanu in Hero just as I wouldn't cast Li in the Matrix.

Also, you made a good call regarding the PC who went down. Her opponent would call what happened to her (so probably unconcious) but by the time they cut to the interrogation scene, she should have been up again.

I thought it was excellent. You are very right that there are precious few guidelines on special abilities. Mostly that's because they're outside the scope of what the rules can do, and also because there are so many possibilities that it would be hard to do it justice. That said, I'll think about doing a supplement full of powers.
Your call on the Bullseye power was a great call.
And yes, the adventures have no endings, especially the first two. Simple reason for that is I ran the first two online and we ran out of time before they finished! Not having anything better to put in though, I added their write-ups to the final version.

You know, I think Li was supposed to be in the Matrix, a minor role though, as Seraph. Unforetuneatly, I believe he agreed to stop doing movies after his first kid was born, and that was a few years ago, and I haven't seen him start much in the way of new projects since... unless you count the game Rise to Honor.
