Well, GURPS Biotech was written by the same author as THS - David Pulver. In fact, the stories and characters depicted in the short fiction vignettes appear to be early concepts for the world of THS!
That said, I don't think the book is that useful for a THS GM because most of the crunch (genemods and upgrades) is reprinted in the various THS books. Still, if you need some well-researched basic information about biology and genetics, you could do worse things than to pick up this volume!

Having only skimmed the THS series, I can't say for certain. BUt I'll agree with Deathstalker that a lot of it seems to be replicated in the crunchy bits.
If you're looking for THS stuff, read the Golden Age trilogy by John C. Wright. It is, in my opinion, what a lot of THS was based on, and is an amazing read for anybody who loves sci-fi--especially when the future is not just the 15th century with laser guns. (Example: combat takes place in picoseconds.)

It's of interest - as others have said, a *lot* of concepts from the Bio-Tech vignettes later showed up in TS, and, well, TS features a lot of advanced biotechnology which *Bio-Tech* explains in detail.
However, it's quite important to remember that TS has its own ideas about technological developments and what is or isn't feasible. Over-keen players should generally be steered away from reading *Bio-Tech* before creating TS characters; there are things in there that they can't have, and some may get sulky if they can't get the distinction clear.

I'm one of those guys who likes reading and watching Discovery channel, but I'm really not a geneticist or whatever.
