Detailing 5 of 13 locations is a good thing. Let me explain.

I think a real problem in setting-heavy games, Exalted included, is that with each book there is less and less room available for a GM's own creativity.

I proposed the following:
For roughly every three things you mention in your setting:
1) Fully flesh out of just one to give something playable, and to show the flavor, direction, and focus you're shooting for.
2) Sketch out a paragraph or two (and maybe a name) for one other.
3) Never ever detail the one remaining.

This way you create enough setting for those not interested in world creation, but leave things open for those that do.

Glad to see someone else feels the same way.
Kudos to the writers.
