Clarifying the Usefulness Rating

The reviewer gives this a 3/5 for usefulness if I'm reading this correctly. My question is, is it a 3/5 because players will not find it useful, or because it's of limited use to those running other systems?

Hi Gary. I rated that section a 3/5 because of the fact that it's for Storytellers only. I use the term Storytellers generally, and could mean GMs as well. Players simply won't get any use from this book other than some eye candy, so to answer your question, your first guess is right.
