So is this strictly for Zap-flavored Paranoia, or can you whomp up a less goofy background for Classic and Straight games as well?

Criminal Histories is intended for all play styles. Some of the Pachinko entries work best for Classic, but it would be trivial to recast them to fit Straight style.

It's also worth mentioning that Criminal Histories is RED Clearance, intended for all players and Gamemasters.
