cards in hand

I just picked up this game. The rules clearly state that when you draw a Resource card it goes directly into your Sanctum (face-down). As far as I can tell, there is absolutely no way to add a card to your hand-- the Chirurgeon's Touch errata says that you can use it to exchange cards in your hand, but this doesn't increase your hand size. So the hand limit is completely superfluous.
