I never read AGONE, but co-memery among indie designers doesn't surprise me at all. Especially since so much historical mystic practice has used dance (voudoun) drawing (Lascaux caves) and songs (firewalking).

I've been looking for an alternative fantasy game that might be a little more interesting than the bog standard elves-and-orks variety, and now I'm seriously thinking of picking this up. One thing that I'm not sure about though is the magic system, and specifically its mechanical functioning. Maybe I missed it in the review. Does Reign use a pre-set list of spells or spell-like effects like D20, is it more freeform similar to the system used in Mage or Talislanta 4th Edition, or is it totally and utterly off-the-wall?

Reign has some setting specifc magic "schools" that each consist of a small number of specific spells. Apart from the setting material, it also has some good (though a little vague) advice on developing a magic system of your own. You could certainly free-form it or even treat it exactly as combat but allow the players to narrate special effects.

There are schools of magic, as Halfjack mentioned. Everyone can cast very early level spells of all schools without further specialisation, but only first level spells. If you want to go further, you need to dedicate yourself to one. At that point you can't even cast the most minor spells from any other school.
You can either be broad but shallow, or deep and narrow.
The only problem now will be getting the group together. We all pretty much already like the ORE system from playing Godlike and Wild Talents, but it sounds like Reign will be a fun one... if I get to play it
