Yes, if a player becomes one of Section 44, everyone knows about it. The PLAYERS are aware, always. Whether the CHARACTERS are aware is depends on events in the game.
44 is the name of the secretive Section 44, the nefarious conspiracy of robots. In the game, players are welcome to explain what Section 44 is and does.

$18.95 seems a little steep for something that is effectively a one shot, or am I missing something?

What makes you say it's a one-shot, Gary?
I'd imagine I'd get my usual 4-5 sessions. A dozen scenes per session, with one session introducing the terror, a couple dealing with it and expanding on it, and a couple more finishing it (and the PCs) off.
